Board of Trustees

I. Composition of the Board of Trustees

The Board of Trustees of the J.C. Clegg Public Library consists of nine (9) 
members.

II. Appointment, Term of Trustees

All members of the board of trustees of the public library shall be appointed by 
the mayor, by and with the approval of the city council, and the term of office for 
each trustee shall be for a six (6) year period.  Terms beginning on July 1 of the 
year of the appointment.

III. Job Description of Trustee

Job Title:  Library Board Trustee

Accountable to: The taxpayers and the people served by the library.

Duties:  Attend all board meetings.  Read board meeting minutes and other 
materials sent out before the board meeting.  Become informed about all phases of 
library operations.  Participate in board meetings.  Serve on committees as 
assigned by the board president.  Lend expertise and leadership to the board for 
the good of the library.  Actively participate in system wide workshops and 
activities.  Participate in fundraising activities.  Visit the Library often and 
become acquainted with its services by using them.

Qualifications:  To have a true sense of the Library’s enormous importance to the 
economic and social life of the community.  Appreciation of Library and a desire 
to provide the best possible service for the community.  Sensitivity to the political 
conditions of the community.

Skills, Beliefs, Abilities: Ability to work with people.  Ability to lead and preside 
at board meetings.  Ability to plan.  Belief in the importance of access to the 
materials of lifelong independent learning for everyone.  Ability to communicate 
effectively.


IV. Compensation of Trustees

Members of the board of trustees shall receive no compensation for their services.


V. Grounds for removal of Trustees

The removal of any trustee permanently from the city, or absence from 6 (six) 
consecutive regular meeting of the board, except in case of sickness or temporary 
absence from the city, without due explanation of the absence shall render the 
office as trustee vacant.

VI. Vacancies on the Board of Trustees

Vacancies on the board shall be filled by appointment by the Mayor with the 
approval of the city council.  The Board may nominate for consideration by the 
Mayor nominees to fill any vacancy to complete the non-expired term. 

VII. Powers, Duties, of Trustees

The board of the Library Trustees has and exercises the following powers:

	1. To meet and organize by the election of one of their number as president of 
	the board, and by election of a secretary and such other officers as the board 
	may deem necessary.
	2. To have charge, control and supervision of the public library, its 
	appurtenances and fixtures, and rooms containing the same, directing and 
	controlling all the affairs of such library.
	3. To employ a Library Director for the proper management of the library, and 
	fix their compensation.
	4. To remove such Library Director by vote of two-thirds (2/3) of such board for 
	misdemeanor, incompetence, or inattention of such employment.
	5. To direct the Library Director to select and make purchases of all items 
	considered necessary for the operations of the Library within budgetary limits 
	set by the City Council.
	6. To authorize the use of the library by non-residents of Linn County.
	7.  To make, adopt, amend, modify, or repeal bylaws, rules and regulations, not 
	inconsistent with law, for care, use, government, and management of the 
	library and the business of the board, and fixing and enforcing penalties for 
	the violation thereof.
	8. To have exclusive control of the expenditures of all portions of the funds 
	allocated by the city and county for library purposes, and of the expenditure of 
	all monies available by gift or otherwise for the erection of library buildings, 
	and of all other moneys including fines and fees collected under the rules of 
	the Board of Trustees.
	9.  To accept gifts of real property, personal property, or mixed property, and 
	devises and bequests, including trust funds; to take title of said property in the 
	name of the library; to execute deeds and bills of sale for the conveyance of 
	said property; and expend the funds received by them from such gifts for 
	improvement of the library.
	10. To make and send to the Council, on or before the first day of January in each 
	year, an estimate of the amount of funds necessary for the improvement, 
	operation, and maintenance of the Library for the coming fiscal year, the 
	amounts expended for like purposes for the two preceding years, and the 
	amount of income expected for the next fiscal year from sources other than 
	taxation.  The City Council will also be advised of all funds in the "J.C. Clegg 
	Fund" and the amount of money that is expected to be spent from this fund in 
	the next fiscal year.
	11. To keep a record of its proceedings.  The Board shall make a report to the City 
	Council immediately after the close of the municipal fiscal year.  This report 
	shall contain statements of the condition of the Library, the number of books 
	added, the number circulated, the number lost or note returned, the amount of 
	fines collected, the amount of money expended for maintenance of the Library 
	during the year, and goals for the next fiscal year.
